I genuinely believe that they were not intended, eveolutionally speaking, to be aesthetically attractive. Humans are predisposed to be excited by the sight of breasts or hips - those are mate attracting features, therefore they are attractive. Other things like a face emphasizes symmetry (a symmetrical body = healthy, therefore attractive).

There's no reason for genitals to be attractive.

So I believe being attracted to the sight is the exception, not the norm.
